Unable to rearrange controller order while on steam deck

While playing portal splitscreen co-op with 2 controllers connected, the option to rearrange controller order does not appear in the quick settings menu on steam deck unlike other games.

After some further testing yesterday. I was able to open the controller rearrange menu via the input editing window however all options were greyed out and unselectable.
