[Portal] Portal 2 voice lines cutting out.

Voice lines through out the game either cut off too early or don't play at all. I've tried removing any mods, resetting all settings to default, verifying integrity of the game files, and reinstalled the game at least 3 times. I've found a few posts online with similar problems but they had they're game and steam langue set differently which I do not.
