Event VREvent_PropertyChanged(with changed Prop_SecondsFromVsyncToPhotons_Float) not generated when using new Steam Link and when the user changes the frequency of the headset screens in SteamVR.

SteamVR: 2.1.8 Headset: Quest 3 Windows 11 OpenVR SDK: 1.23.7
