Blue Shift's menu is inconsistent with HL1 and has a gap
Blue Shift's menu swaps the "Load Game" and "Save Game" options, doesn't have the "Leave Game" option, doesn't have help text for the main menu options and has a gap in it. (Both on the main menu and the in-game menu)

I managed to fix this problem by just editing the GameMenu.res file. (I also removed the unused "Disconnect" entry since it only shows up in multiplayer which BS doesn't have)
The edited file: GameMenu.res.txt You have to remove the ".txt" from the filename for it to work. I added it so Github would let me upload it.
The menu also has the Half-Life logo at the bottom which was removed from HL1's menu in the Anniversary update, however I don't how to remove it from this menu. Op4 also has this but with a logo specific to it rather than reusing HL1's.

It can be hidden by replacing game_menu.tga and game_menu_mouseover.tga with a transparent image. Try this (add/replace them with originals):
