fixes a bug when a non VLV screen has pid 0x3003 or 0x3004 also detected as a galileo screen fixes unified frame limit management with DeckHD mod installed

After some research i found out the 0x3001 pid is made by BOE. However I can't find details on 0x3002. Looks like that screen never made into an actual Steam Deck. It isn't present in the F7G BIOS anymore, but 0x3001 is. Can JUPITER_B_PID just be removed?
