CS2 100% GPU Usage issue on RX 5500 XT

For the last 3 months this has been a issue and anything on my other monitor is very laggy and when i screenshare on discord it's at like 1 frame every few seconds... Does not happen with other AMD cards such as the RX 570

in other games this is not an issue at all. only in CS2.
