Network spikes after a few minutes of playing resulting in disconnect

Please describe your issue in as much detail as possible:

I have stable fibre network in a city. I am not on wifi. I don't have any VPNs. I play a few minutes of CS2, any map, any gamemode, and it's smooth and normal. After a few minutes of normal gameplay, the little ping/performance statistic in the top right pops up, showing my ping at 150+, and then immediately back down to 30ms. It stays displayed in the top right, everyone stops moving, and then i get disconnected.

Steps for reproducing this issue:

1. Play for a few minutes
2. Be kicked
