Typing with numpad and non-ascii adds garbage after character

I get 1??*?, 2??*?, 3??*?

Steps for reproducing this issue:

1. Find a textbox (like the dev console)
2. Enable the numpad
3. Use any number

Same goes for accents on french keyboard (éèàê, etc...) Also is visible when typing in text comms ingame
