Constant network issue on MM servers

I'm playing CS2 since beta and I noticed that the hitbox is usually acts much more different what I got used to in CS:GO. I miss hits and struggling to shoot enemies. I mean I shoot to the right direction but feels like nothing happens. Half of my playtime is a disaster and have to argue with the random mates because of my believed performance. I'm not even sure about my correct hits are valid. I'm not a pro player but not a trash and this game now totally ruined the fun.

First I had issues in premier mode cause that was available. Then in MM. I switched on netgraph since it available and it revealed that I have some network(?) issues. Most of the time. And when it happened I also noticed FPS drops. I don't really understood why cause CS:GO was fluent and lag free. I thought it might be a hardware issue cause my recent machine was weaker. Then I bought my actual machine which runs CS2 well but the issue is still present. I highly doubt that this is an internet/ISP issue cause I have problems with CS2 only. I have an FTTH connection. I'm playing on the nearest servers. My ping is usually between 1-30ms depends on the server location. So in general there are no other factors or signs why I experiencing this since CS2 released. I'm on Ubuntu 22.04 but I also experienced the same with my recent machine on Ubuntu 20.04 as I mentioned.

My dude also created a private test dedicated server when CS2DS has been released. Strangely on that server I don't have any issues. I'm still not sure why but I don't have time to investigate with him and check every scenarios.

Since arms race update: Now the netgraph rainbow is not the only visual. Now the game often corrects(?) my position in the game and FPS drops are much more frequent than ever. I don't run any demanding network services while I play and now it feels like the good old DSL era when the connection was crap. It is a totally unpleasant experience to play CS2 for me. It is pure pain most of the time.

Steps for reproducing this issue:

1. Start the game
2. Start an MM match
3. Watch the rainbow on the top right and struggle half of the time
4. Wonder why is this happening
