CS2 MSAA not working correctly

When running the game at lower than native resolution (and especially if in 4:3) if anti-aliasing is set to anything but a msaa setting the window will be the size of the resolution it was set to in the top left corner while the rest of the screen is black.

If it is set to msaa then it will be rendered extremely blocky (like it is an extremely low resolution), this also happens when set to 1080p so it is not just a too low resolution issues. I also get the issues described in #3342 and #3308 (though I am using hyprland and not i3).

Steps for reproducing this issue:

1. Open CS2
2. Set resolution to less than native resolution (extra noticeable if non-native aspect ratio as well)
3. Enable msaa
