CS2 Stuck on Valve logo, switches rapidly between monitors

Please describe your issue in as much detail as possible:
After initially downloading CS2, and validating files to get it to start, I managed to get the game running as expected. It started in window mode, which I changed to full screen mode. I closed the game after that, and every launch since then get's stuck in fullscreen on the Valve logo. The window switches between both of my monitors after a few seconds, and does not get past this screen.
Steps for reproducing this issue:

Possibly related to https://github.com/ValveSoftware/Dota-2/issues/2482.
Temporary solution until fixed. use this launch flag "-sw -w 1920 -h 1080" it should load up into windowed mode then you can change to borderless fullscreen. It seems this does not save so you will have to leave this flag in place and change the windowing mode every time. If you have difficulties switching to fullscreen windowed then tab in and tab out.

The window switching bug also occurs when switching focus to a different window/application (Alt-tabbing)

weirdly for me that did not fix the problem
Retested and the issue is still present. I've had no issues by running the game with -sw -w 1920 -h 1080
and changing fullscreen after launch though.
I also had this issue, so I unplugged my second monitor and then the game booted normally. I exited the game, plugged the second monitor, and it worked fine. I didn't have this issue since.
Debian Bookworm, Wayland, AMD GPU.
I also encountered this issue (Arch Linux, GNOME, X11, AMD GPU). However, EnderIce2's solution of using gamescope seems to work just fine for me.
I thought the issue was resolved, but after testing more, it showed up again. I'm going to leave the comment I was originally going to leave below. The launch options I was using no longer work now due to the error I describe here:
After today's update (10/12/23), it seems like the issue is resolved. I am getting some other weird behavior similar to this though.
When launching the game with -sw -w 1920 -h 1080
and attempting to switch to full screen windowed, the game now seems to rapidly switch between 1080p and full screen.
When I remove the launch options, the game starts in full screen like normal, but on my second monitor. Switching to full screen windowed allows me to drag it over to my main monitor without any issues, however clicking on a window on the second monitor causes it to move back to that monitor.
Almost the same issue for me on up to date Pop_OS, Gnome, X11, AMD GPU.
Issue happens on DOTA 2 aswell. I can actually launch both games but if I alt-tab the fiesta starts and its a mess to get an actual focus back.
Issue was supposedly gone for a few updates but it came back.
Already reported to the CS2 feedback mail box.
Also if I don't Alt Tab, sometimes the games quickly loses focus back and forth for a few seconds, making it a random playing shooter...
