Motionblur not working

Please describe your issue in as much detail as possible:

I go into the video settings and enable motion blur, but this doesn't seem to do anything. I don't see any difference when turning it on or off.

Steps for reproducing this issue:

  1. Enable motion blur

Same issue and when going back to settings screen it will be reverted back to "off" like the option is not sticking.

This issue is also present on the OSX build.

Additional info:

This is not a new bug, this bug appeared during the Broken Fang update or around this time period. (Late 2020/early 2021).

With the same update texture filtering/ansitrophic filtering on the OSX build also broke or did not function correctly, (possibly stuck/forced bilinear filtering). I then switched to Linux where the texture filtering issue was not present, but the motion blur was still broken.

I believe anisotropic filtering has actually been broken since before Broken fang, see https://github.com/ValveSoftware/csgo-osx-linux/issues/2138

Just wanted to add that I got the same issue. My system: Intel I3 10100 16 GB DDR4 Ram (2666 MHZ) Nvidia GTX 1060 (3GB VRam) Ubuntu 20.04 (64 bit, Desktop) 500 GB M.2 SSD Storage
