Opening the scoreboard with Global Shadow Quality set to low moves the crosshairs

If I try to change Global Shadow Quality to Low or Very Low I receive a bug that will move my crosshair about 10 degrees right and 5 degrees down every time I open my scoreboard(It "teleports" there, it isn't a gradual movement) This bug also RANDOMLY occurs just walking about or aiming, but not as often. Putting Global Shadow Quality to High/Medium fixes this bug and does not occur anymore.

Sorry the fps gets pretty bad in the vid (not game problem), but hopefully the issue can still be seen.
