Startmovie audio ignores host_framerate setting

Please describe your issue in as much detail as possible:

After issue #1397 was fixed, a new issue was introduced where the audio recorded with the startmovie command appears to ignore the host_framerate setting. In effect, the audio is recorded as if the demo is being watched in real time. Typically recording is much slower than real time playback and this results in an audio file that desyncs from video. The duration of the audio file is longer than that of the recorded footage.

Steps for reproducing this issue:

  1. playdemo some_demo_file
  2. host_framerate 60
  3. startmovie testmovie
  4. Result: (Sum of PNGs)/60 < length of audio file

I too am interested in this bug getting fixed. I think this results in the audio rate actually being somewhat variable, which means you can't simply shrink the audio to the time it takes for the clip.

I just tested the issue on Windows 10. Still not fixed.
