[BUG] empty windows, empty setting window, "some Add-ons blocked" - for no apparent reason

Describe the bug SteamVR complains about some add-ons blocked, unable to see which/why, because the spawned windows are empty.

To Reproduce Steps to reproduce the behavior:

  1. StartSteamVR

  2. This appears: Screenshot from 2024-04-14 10-35-56

  3. move the top-left windows: then it looks like this:

Expected behavior I expected to see windows with some contents, being able to see what add-on fail, and why.

I can also mention that the "some plugins disabled" was gamepad support - that can be disabled anyway as there is no use for it with ALVR/quest
