[BUG] Unable to convert Steam Controller dongles to Watchman dongles

Describe the bug Attempting to convert a Steam Controller USB dongle to a Watchman dongle fails.

To Reproduce Steps to reproduce the behavior:

  1. Open a terminal and cd to where SteamVR is installed (i.e. ~/.local/share/Steam/steamapps/common/SteamVR)
  2. Run the following: ./tools/lighthouse/bin/linux64/lighthouse_watchman_update -D ./tools/lighthouse/firmware/vr_controller/archive/htc_vrc_dongle_1461100729_2016_04_19.bin

Expected behavior The Steam Controller dongles successfully convert to Watchman dongles.

System Information (please complete the following information):

  • Distribution: Fedora Silverblue 39 (Steam is running under an Arch Linux distrobox container)
  • SteamVR version: 1.27.5
  • Steam client version: 1696019606
  • Opted into Steam client beta?: No
  • Graphics driver version: Mesa 23.2.1-arch1.2 in the Arch container, Mesa 23.2.0-rc3 on the host

Additional context

  • This seems to be intended behavior unfortunately
  • Running the Windows version of the Watchman updater under Wine doesn't work
