[BUG] Diagnostic message for disconnected headset cable is missing on Linux
Describe the bug I was having trouble getting my PC to detect my headset, and after a lot of troubleshooting assuming it was a software issue I tested on a Windows machine and immediately received a diagnostic message that the headset cable was disconnected at the headset ("The tether cable has become disconnected at the headset" or something to that effect). Given that this scenario can be detected by software, it would have been very helpful to have had this check on my Linux machine.
To Reproduce Steps to reproduce the behavior:
- Disconnect the tether cable from the socket on the headset.
- Launch SteamVR.
- Receive an error that the headset cannot be detected without any additional diagnostic info.
Expected behavior The diagnostic message which appears on Windows should appear on Linux.

- SteamVR version: 1.27.2

- Opted into Steam client beta?: No
- Graphics driver version: Mesa 23.1.5

I get that in 1.27 also. It started out recognising it fine at the start of 1.27 even though performance was trash compared to 1.26. The disconnected headset message goes away in 2.02 BETA ( you must upgrade to the steam client beta as well for 2.02 beta to work ) but the performance is still trash. I tried steam support but they invited me to use windows.
