[BUG] SteamVR Home flickers when reprojecting on AMD
Describe the bug SteamVR home flickers in both the VR View window and the headset. It appears that occasional frames aren't scaled to fill the view, resulting in the left & right eye views being composited on top of the previous view but the wrong size (see screenshot).
Render resolution is set to Auto Switching steamvr home to legacy reprojection makes the problem stop. It often seems to stop or reduce after a little while. Not observed in other programs.
To Reproduce Steps to reproduce the behavior:
- Open SteamVR and wait for steamvr home to show
Expected behavior It should never flicker

- Steam client version: Jun 18 2022, 00:17:34
- Opted into Steam client beta?: Yes

I also have this bug on both Steam VR Home and Half Life Alyx on the Vulkan/Linux build.

Opted into Steam client beta?: No
Graphics driver version: Mesa 22.2.0-git
