'Throttling Behavior' setting is gone in the latest beta

Describe the bug In the stable SteamVR client is a per application video setting to set the throttling behavior to fixed. This setting is gone in the latest beta. I needed this setting for a smoother gameplay.

To Reproduce Steps to reproduce the behavior:

  1. Go to 'SteamVR Settings - Video'
  2. Click on 'Per-Application Video Settings'
  3. Scroll down to 'Throtting Behavior'
  4. See that the setting is gone

Expected behavior This setting was important for me, because if a frame takes longer than ~10 ms to render the performance graph turns to orange and the frames are throttled. By setting the throttling behavior to 'fixed' the performance graph stays green, and the motion is smooth.
