Network-manager service doesn't start automatically

So I am trying to finish the setup of steam os. I do not have access to ethernet so i use a wifi adapter. I know that the wifi adapter works i can run wifi on windows. I read somewhere that the Network-manager service doesn't start on boot. When I boot to recovery shell I can run the network-manager service manually, but I can't start it automatically because chkconfig command apparently doesn't exist. The only way I can see to start the service at boot is to use the chkconfig command but considering it doesn't exist... yeah, kind of hard to run it. I can't run steamos if I can't get past the checking for updates boot-screen. I can't set up the wifi properly without having access to the full os.
Steps for reproducing this issue:
- Disconnect ethernet cable
- Insert wifi adapter
- fresh install steamos alongside windows 10
- start it up
- good luck
- restart in recovery mode
- run
sudo service network-manager start
