[Feature] Controller-optimized Web Browser

Currently, the only option for browsing the web is the Google Chrome flatpak that is installed as a non-steam game. This has the issue of a) not having button tooltips b) not auto launching the keyboard in text fields and c) relying on the user to switch to desktop mode to update it. Steam should make the browser UI used in the store function as a fully-featured console web-browser accessible from the STEAM button menu, similar to the implementation in Old Big Picture. Simple ad blocking would also be a nice addition.
