[Feature] Option to disable dpad for on screen keyboard

Currently in desktop mode, the forward and back buttons on the keyboard do not move the cursor, but this may be due to a bug. There is no way, however, to move the cursor up and down with the keyboard up. If dpad is allowed to be disabled then arrow keys can be passed through to the active window. Currently the dpad will always function to move the selected key.

Current SteamOS version 3.3 beta

  • version may be causing the issue of special keys not passing inputs (shift, arrows, etc) into desktop mode

I would love to use the d pad for navigation. Currently the on-screen keyboard is a bit annoying as you have to close it in order to navigate the cursor. The arrows aren't working on stable too.
