SteamOS/SteamDeck Timezone Issue (Desktop Mode)

Please describe your issue in as much detail as possible:
Played a recent games called Retro racing 2, noticed the leaderboard flagged me as American when im British, made a post on the games discussion page, the dev stated the game autodetects our nationality via regional settings.
started looking around my main pc to make sure all wes set correctly and im all set as British/UK, did the same on my steam deck and found out that in gaming mode my timezone remains on UK/GMT but once i enter desktop mode the region is reset/defaulted to the "Pacific" timezone, going back to gaming mode and i then have to put it back to GMT/UK or it remains on "Pacific".
Steps for reproducing this issue:
On the SteamDeck, set your normal timezone in gamemode settings, then boot into desktop mode and check steam settings, you will find it defaults to "Pacific", if you change that timezone to anything else, exit settings and go right back in, it will once again be stuck on the "Pacific" timezone.

i see what you described is a bit different now
Yup, I got similar on 3.9.
I set UK in 'desktop mode', back to gaming mode', and it defaults to 'Pacific', with no way to change it there, you can scroll, but it wont let you select region, as it just auto scrolls back to 'Pacific'.
