New overlay hotkeys conflict with browser Ctrl+Shift+Tab hotkey, and trigger on non-physical keyboard input

Please describe your issue in as much detail as possible:

On my steam deck I have the left and right bumpers bound to send Ctrl+Shift+Tab and Ctrl+Tab to Chrome respectively. This enables easy back-and-forth navigation through multiple tabs. Since the update that added keyboard shortcuts for the main and quick access menus, pressing the left bumper now opens the quick access menu. I believe this should only trigger from actual physical keyboard input, and honestly, it's a bad global hotkey and should be changed.

Steps for reproducing this issue:

1. Assign some gamepad button to send Ctrl+Shift+Tab.
2. Press it.
3. See quick access menu appear.
