Built in frame limiter stopped working

Please describe your issue in as much detail as possible:

I wanted to limit fps with steam overlay, and it looks like it only changes refresh rate and the range is 10-90 instead of 30-90. I’m sure I didn’t check “disable frame limit”

Steps for reproducing this issue:

1. Open any game that doesn’t limit frames
2. Try to use frame limiter

The only way to get it working now is to enable VSync in the game... Please fix this problem.
