Rumble not working on BT controller until reconnect

Please describe your issue in as much detail as possible:

When initially connecting a BT controller (8BitDo Pro2 and GuliKit KingKong2) The controls are working correctly, but rumble does not. Selecting the controller and disconnecting it in the Bluetooth menu causes the issue to resolve once the controller reconnects

Steps for reproducing this issue:

1. Start SteamDeck
2. Connect controller via BT
3. There is no rumble
