Persisting restart button on Steam OS 3.6.8

Please describe your issue in as much detail as possible:

Expecting the restart button to be grayed out after upgraded to the latest release of the selected channel (3.6.8) but the button is always active. Pressing it takes me back to the previous OS slot which is running Steam OS 3.5.19. Upgraded from that slot multiple times and the issue still exists.
