Steam Deck: Idle Gamepad Shutdown Timeout setting is Ignored

Please describe your issue in as much detail as possible:
As of 3.5.19, it seems the Idle Gamepad Shutdown Timeout setting isn't functioning properly. This has been tested on a DS4 controller and DS5 connected via bluetooth.
What is expected to happen: Gamepad shuts itself off after remaining idle for the interval of time set in the "Idle Gamepad Shutdown Timeout" settong
What is happening: The Gamepad does not shut itself off after remaining idle for the set time interval. Instead it will remain turned on until the controller loses battery, or until the Steam Deck is shut down or put to sleep.
Steps for reproducing this issue:
- In Steam Deck Settings > Controller menu, select the connected bluetooth controller, set "Idle Gamepad Shutdown Timeout" to any value, except for "Never".
- Place the bluetooth controller on a flat surface and don't touch it until the amount of time selected in the Timeout setting has elapsed.
- Observe that the controller has not turned itself off.
