Keybind actions are passed from store pages to Chrome after adjusting volume while indicator is visible.

Describe what you expected should happen and what did happen.
When the auto-inatalled version of chrome is open (only tested that version), navigating to a game/app store page and pressing the physical volume button followed by pressing any key bound to an action in Chrome causes that action to be passed to Chrome. The volume level indicator appears to still need to be visible for the action to pass to Chrome.
A simple example with a default bind is the A button being play/pause, enter, or space. If music is playing in Chrome and the volume is adjusted but you press A while the volume indicator is visible, the music pauses.
Steps for reproducing this issue:
- Open Chrome, pick an action to pass to Chrome, and set up the window accordingly (ie pausing music/video described above).
- Navigate to a game -> game info -> store page.
- Press the physical volume button.
- While the volume indicator is visible, press the button for the action in step 1 (A if using the pause example).
