Wired Xbox Series controller can't send inputs unless Guide button is held as you plug it in

Please describe your issue in as much detail as possible:
When connecting an Xbox Series controller to the Deck via USB using a dock, my expectation is that the controller will be recognized and send inputs.
However, when connecting via USB no inputs are registered. The Guide button light flashes a few times before turning off.
The system only recognizes the controller partly, since Steam switches to Xbox glyphs and the controller can be found in various menus like the settings, controller configuration and controller order.
Seemingly the only way for the controller to send inputs is to hold the Guide button while the USB cable is being plugged in. Every other controller I have doesn't require this extra step, so I imagine this isn't the intended behavior.
The dock used here is the Steam Deck Docking Station.
I should perhaps note that this isn't new to 3.6. This issue has been present since at least 3.5 and I'm pretty confident even earlier.
