Controller order inverted

Please describe your issue in as much detail as possible:

For some reason, controller 1 and 2, are inverted in linux native apps/games. So player 1 must be arranged as second controller in steam UI and viceversa. Wine/Proton apps work correctly. I suspect that the culprit is SDL, since, if i select evdev insted of SDL, controller order is correct. This seems to affect only player 1 and 2, since 3 and 4 keep the correct order

Steps for reproducing this issue:

  1. Plug an external controller
  2. Install a native linux game ( for example skullgirls, but i tried many of them)
  3. Rearrange controller and set the external as player 1
  4. In game, steam virtual controller 0 will be player 2 and steam virtual controller 1 will be player 1.
