Vulkan CPU High frequency / Power draw

Please describe your issue in as much detail as possible:
From my experience when launching a title using native vulkan (dxvk is not affected), the CPU ramp up to max frequency, leaving no room for the GPU.
Currently the only way to mitigate this issue is to install powertools and limit the cpu clock.
As soon as it is locked to 1700mhz, cpu temp goes down, GPU clock goes up ans FPS follows.
This have been observed in DOOM (2016) and Cemu (proton or native).
Also might not be related but DOOM Vulkan is locking at half frame rate if running past 60fps. 62hz leads to 31 fps, 90 to 45 etc.
I did play around with vsync with no success.
Occurred in steamos stable/beta/main channels.
I do not have other vulkan native games to try.
Everything is working as intended on my linux desktop, so i guess it could be related to steamos mesa implementation.

Excepted behavior: CPU Clock follow the demand, and do not max out.
Steps for reproducing this issue:
- Launch DOOM (2016) (or possibly any native and intensive vulkan games)
- Pay attention to CPU frequency.
I installed windows on the deck for the sake of trying.
No issues on DOOM 2016 with Vulkan, getting 100+ FPS with the same settings. CPU clock is not maxed out.
Seems related to Steam OS/Linux
Could be related to #1243 , leading to bad energy management.
I also have this issue in the same stuff.
