Steam Deck - User set performance settings persist when switching to desktop mode

Please describe your issue in as much detail as possible:
Because of this issue https://github.com/ValveSoftware/SteamOS/issues/1245, I set my "GPU Clock Frequency" to "200" and "TDP Limit" to "4". This causes these settings to carry across to Desktop Mode.
Guild Wars 2 was getting ~10fps in the The Wizard's Tower compared to the locked 30 fps (in-game fps lock) I get when turning off "GPU Clock Frequency" and "TDP Limit" before going into Desktop Mode.
Steps for reproducing this issue:
- Set "GPU Clock Frequency" to "200" and "TDP Limit" to "4" in Gamemode
- Switch To Desktop
- Launch (in my case) Guild Wars 2
- Check fps
- Repeat with the "GPU Clock Frequency" and "TDP Limit" to "Off"
There are scenarios where we want these settings to persist in desktop mode though. I don't think it's a bug.

I would rather consider this as a feature, tho the lack of a GUI in desktop mode makes this indeed anoying (but i actually use this to keep low power consumption in desktop mode)

have you tried to rollback SD Update to the previous installment? https://youtu.be/AN_-Bn1Elz4 in the comments is also a way to make it permanent - i can confirm it works and here's a documentation about it: https://rauc.readthedocs.io/en/latest/using.html#manually-switch-to-a-different-slot Still, use console commands on your own risk!

I guess I'll have to use the nested plasma desktop if I want to have different performance settings and keep the desktop mode running woth 200MHz and 4W.
There are scenarios where we want these settings to persist in desktop mode though. I don't think it's a bug.
Examples?
Running games in desktop mode (e.g. non steam games that I don't care about adding to steam, or for whatever else reason).
I found this thread looking how to set FPS limit in desktop mode, but if this "bug" is true then I don't need that.
