[Request] +voicerecord_team command

Some servers use sv_alltalk 1 to set a more casual atmosphere, the problem with this is when want to have any sort of team communication at all you're forced to use team chat.

Much like there's say and say_team commands, it would be useful to have +voicerecord and +voicerecord_team, the sv_alltalk command could then toggle whether or not regular +voicerecord is allowed.

With the party chat addition from Jungle Inferno a +voicerecord_party would be useful as well.
