[CSS] "-nosound" launch option crashes game immediately after launching

Steps to reproduce:

1. Launch Counter-Strike: Source with the -nosound launch option.
2. It crashes to desktop in a couple seconds.

Expected result: -nosound should not crash the game after launching.

Crash affects both the 64-bit and 32-bit CS:S clients.

Tested OS: Windows 10 21H2 x64
