[CSS] 32-bit client not playing many audio files

Steps to reproduce issue:

1. Launch Counter-Strike Source in 32-bit mode: #7040 (comment)
2. Create or join a server. Try listening for turning on and off night vision, listening for bomb planting sound, bomb ticking sound, "Terrorists/Counter-Terrorists win" announcement, etc.
3. None of these sounds play.

Expected result: These sounds are supposed to play like they used to before the February patch, or like in the new 64-bit client which is crash-prone when shooting with scoped weapons.

Tested OS: Windows 10 21H2 x64

This bug still exists in the prerelease branch which got updated in May 2025
