[TF2] hud_reloadscheme has no effect on the main menu

The command hud_reloadscheme does not seem to affect the main menu. This seems to have been a bug for over 11 years now.

Shown in the video is me trying to edit the text of the button labeled "Options" to "GitHub" and using hud_reloadscheme to no avail. However, using toggle mat_aaquality seems to reload the hud scheme on the main menu (despite it likely not being intended to). I haven't tested any other commands besides that one.
