[HL2] Subtitles/CC fail to appear after enabling large amounts of workshop addons

Description When loading more than 39 addons (at the time of writing) from the workshop (as in having them enabled, not just downloaded), in-game subtitles and closed captions fail to appear.

Steps to reproduce

  1. Subscribe to any 40 workshop addons
  2. Ensure they are all enabled in-game using Extras > Workshop
  3. Enable subtitles/CC in audio settings
  4. Start a new game on "A Red Letter Day"/map d1_trainstation_05 as there is dialogue immediately after spawning (although it is not limited to this map)
  5. Observe

For me, the limit is 55. Above that, it breaks.

For me the limit is 45, maybe the exact amount has something to do with the mods themselves?

this mod doesn't fix the issue outright, but it somehow makes it so that you can have a few more mods active at the same time

Just to note, the console does not report any new errors for missing captions.

This issue is present when adding a lot of mods to the custom folder too, and it also happened to me before the 20th Anniversary Update.

Can still reproduce this issue on build 9912070 (tested on d1_trainstation_05).
