[TF2] In Arena mode stalemate enabled with queue disabled causes timer displacement

In Arena mode stalemate enabled with queue disabled causes timer displacement in the HUD.

How to reproduce:

1. Run arena map on a server with tf_arena_round_time 90(or any), tf_arena_use_queue 0, and mp_stalemate_enable 1.
2. Now round timer is displaced in the HUD, wrong position at lower area.

Has to be: The commands do not cause timer displacement in the HUD and timer stays in it's normal place.
