[TF2] Add menu photos for Powerhouse

Powerhouse is currently one of, if not the only, map without a proper menu photo (the photos that appear on the loading screen). One of the photos already exists in the form of the miniature image used in the simplified server browser, it just needs another one made for it to line up with most other maps.
