[TF2 X64] Chromebook Key binds broken

Prior to the 64-bit update, the top row of the Chromebook keyboards used to be bound to F1-F10. By the time i'm opening this issue, this is no longer the case, and instead point to other arbitrary keys on the keyboard. this renders chromebook users unable to Vote, as well as toggle ready in gamemodes that use that (ig Mann vs Machine).
