Weird lighting in 64-bit versions of Source games

As seen in the image album linked above, ever since TF2 got updated to 64-bit, the lighting has been very odd, I don't know if washed out is the correct term to use but that seems to fit the best.
In the 4th TF2 screenshot you can see that when I open a "traditional" Source menu the lighting goes back to normal but only for the time period that I have the menu open.
As for the 2 Garry's Mod screenshots, I know that Garry's mod isn't a Valve-made game but as it is one of the few Source games that also has a 64-bit version I decided to use it to demonstrate that the issue carries over to other Source games. The screenshots are on a completely unedited version of d1_canals_01 from my copy of Half-Life 2.
In Garry's Mod the issue goes away if I enable my flashlight, but as you can imagine this isn't ideal in a lot of scenarios.
I have had this issue in gmod for a lot longer than I had in TF2, because I have been using the 64-bit branch of gmod for around 6+ months. It is definitely the 64-bit nature of the games that is causing this issue as I loaded the same Half-Life 2 map on the 32-bit version of gmod and the lighting was completely fine.
I have tried removing my mods in both games and changing a lot of graphics settings and console commands, including resetting them to default settings. I have also reinstalled both games, again with no change in behaviour. I have also updated my graphics drivers and installed numerous windows updates.
System Information: CPU: Ryzen 7 5800x GPU: Nvidia RTX 3070 Storage: The games, Windows and Steam are all running off of an SN570 M.2 SSD OS: Windows 11
Perhaps it would be useful if you could verify that the issue doesn't occur on the 32-bit tf2 client, which you can launch by running tf.exe found in the Team Fortress 2 folder.
