rhytmic stuttering after 64 bit update

on windows 11, came back to tf2 after months of not playing immediately after the 64 bit update, didn't change anything, run medium-low graphic settings on a strong system and used to get 200-350 fps consistently, with no drops below 140 or so. Now, game rhythmically stutters completely freezing every 3-6 seconds. Tried removing all custom files, no change, doesn't matter what map is played. tried DXlevel 100 and gap between stutters increased only slightly, checked task manager and no issues with CPU, memory usage, etc.

all specs: 11th Gen Intel(R) Core(TM) i7-11800H @ 2.30GHz 16.0 GB (15.7 GB usable) Ram 64-bit operating system, x64-based processor Windows 11 Home, version 23H2 NVIDIA GeForce RTX 3060

in regards to #5745 my issue is not random, it is a rhythmic repeated stutter every few seconds which makes the game unplayable

in regards to #5706 my issue is not related to MVM or any mode for that matter, it occurs with bots, other players, and when in a completely empty lobby, with absolutely no difference in the rate or duration of the stutters

forgot to mention i also verified game files.

have you tried putting a fps lock on? the command is fps_max "number you want" without the quotation marks i have mine on 100, put it a bit over your monitor refresh rate so it appears smoother, i have a 75 herz one so i have it 100

IMPORTENT the game doesnt save the fps lock setting so you have to put it in your autoexec file, if you dont have one install a config like mastercomfig, they set it up for you automatically
