[TF2] Remove the Holiday restriction on the Kritz or Treat Canteen item.
Self-explanatory but currently the Kritz or Treat Canteen has a Holiday restriction on it making it practically unusable for most of the year, this I find quite silly as this is a canteen item which should be usable all the time when playing Mann vs Machine, not during Full Moon's and Halloween events + community servers with Halloween mode enabled.
This also causes a problem when the game asks you if you want to equip the canteen during Mann vs Machine as doing so will equip the Kritz or Treat Canteen instead of the stock Canteen item.
Not necessarily related to the root issue but worth pointing out for the funny history -- when it was first added to the game, it had the same stat tracking attributes as all other Strange + Haunted items that year, which basically made it so it only counted kills and points on Carnival of Carnage. Which meant you couldn't pick up any of the spell pickups in the map. Thankfully, that is no longer the case.
This thing is just unfortunate all around.

That's interesting, checked the wiki for it and it seems that wasn't fixed until 2016.
