[TF2] First Blood achievement does not work in Competitive mode

As the title indicates, First Blood achievement does not work in competitive matches, only in Arena mode. I say this because I have played several competitive games and sometimes, I have been the first person to get the first kill, but I never got this achievement. I only got it in Arena mode on a community server.
