(TF2) (Linux) Particles with set orientation displaying as billboarded
As seen here with the water ripples on Lazarus, along with #4717. I have most often seen this with teleporters in MvM, however as far as I can tell it can occur to any particle that should have a set orientation.
I can confirm that this bug is still present under vulkan.
