[TF2] Add the "Meet the Sniper" theme as a main menu song

Surprised after all these years, we never got an official release for the theme played in Meet the Sniper.

Why? Possibly due to copyright problems, but I mean Meet the Engineer blatantly ripped off "Someone Else's Song" and it got featured in Fight Songs so I mean!

Pretty sure this song was a homage to this. It was likely the sample was cleared for the Meet The Sniper video and nothing else.

I see why valve refuses to release it.
