[TF2] Upgrade to Premium Gift grants user "Premium" status but does not give access to chatting

Hi, I'm not one to usually make github posts that often so please bare with me on this as I'm still newish to github. A while ago I gifted/traded a friend an "Upgrade to Premium Gift" to give them the ability to use text chat and voice chat in TF2 as well as the perks of a bigger backpack and trading. They received the other perks, but they are still denied from using Text Chat/Voice Chat in VALVe servers, they still can't even use the voice menu to make call outs. I'm unsure what the true intended purpose of the Premium Gift is, but from what it's supposed to give you, it seems that the June 16th 2020 Patch that prevented free to play accounts (or "new accounts") from using chat also broke this item.

Below is an attached trade of the user in question receiving the "Upgrade to Premium Gift" They used it and are unable to use chat in any form unless they are connecting to a community server. I'm unsure if you're able to check their premium status for Team Fortress 2 but I am leaning towards that this may be a bug or an unintended side effect from the update.

I believe they also need to be a premium player as well. So, both are needed to be able to chat. It's a bit of a confusing system, but that's just how it currently works.

Just get rid of the premium only thing, it's been so long since ftp players have been asking for the possibilty to call a medic.
