[TF2] [Feature Request] Add options to only mute strangers, and mute the enemy team

  • Muting strangers: Excludes Steam friends and party members. Useful for content creators.
  • Muting the enemy team: Useful in servers where alltalk is enabled These settings are already in CS:GO
