[L4D1] Voting system doesn't have a cooldown and console commands missing

The current voting system allows players to call as many votes as they want without having a cool down since this already exists in L4D2 by using the sv_vote_creation_timer.

'sv_vote' commands should also be added from L4D2 to allow server owners to modify these commands if needed.
